Make new layer by clicking on the icon of bent paper in layer pallet and with the selection of the stars sill selected, use Edit/Fill - white.
The stars might be too big or too small, for that use Edit/Free transformation.
Next thing is to remove those stars that should not be there.
Make new Layer Mask, by clicking on the rectangle with a circle while you are in the stars layer. it will make white rectangle next to the layer icon, right?
In the case you have no idea what Layer Mask is, click here to read Mastering Layer Mask tutorial.
Set the colors to default (press D) and use Gradient tool to paint in the layer mask. What is black is hidden. so use the gradient to hide all you dont want. after that you should have some thing that already a bit resembles a night sky.
Now we will ade a bit of glow around the stars. Doubleclick on the layer icon, or go Layer/Layer style/Outer Glow, and use the following settings:
But the stars are still do shiny, so decrease Opacity of the layer to about 30% or as much as you like.
Now lets make a star. A shooting star.

I am glad you liked it. It was not that hard to make from the technical point of view, but the problem was that I have not seen the shooting star for longer than 2 nanoseconds :) Good idea, I am so proud of myself :D thx

Very nice tutorial, but as an amateur-astronomer I can say that the stars as well as the comet look lousy, sorry.

(: Wow so easy to follow. Good job. Instead of using the 'Outer Glow' effect. I duplicated the layer, and did a Gaussian Blur (4.7px) Does the same thing. : P But if you do both outer glow & GB, it makes a bigger shine. Hehe, I'll stop wasting your life. Anyways. Nice tutorial.
